I have now had opportunity of
reading Northcote's confidential despatch
of May 12th with the report of the
Commission on the Immigration Department.
I am seriously disturbed by the
Commission's findings, particularly
paragraphs 37, 40 and 41.
Although Forrest himself has
left the Service, I find no assurances
or recommendations in Northcote's
despatch to satisfy me that the
governmental organisation has been
